No, Rescue™ (and any other disinfectant) is intended for use as a disinfectant against pathogenic microbes. An insecticide would be more appropriate for this application.
With regards to EPA guidelines, there is no approved test that we can conduct to determine if Rescue™ (or any other disinfectant) would be effective in killing ticks.
